A decade ago, on August 14, 2013 under the direct orders of Egypt\u2019s current president \u2013 then Minister of Defense \u2013 Field Marshal Abdel Fatah El Sisi, Prime Minister Hazem El Beblawi, and interim President Adli Mansoor, Egyptian security forces and military officers killed more than<\/span><a href=\"https:\/\/www.hrw.org\/report\/2014\/08\/12\/all-according-plan\/raba-massacre-and-mass-killings-protesters-egypt\"><span style=\"font-weight: 400;\"> 817 people <\/span><\/a><span style=\"font-weight: 400;\">during the forceful dispersal of the Rabaa and Nahda sit-ins in Cairo. No political or military official has been held accountable for the largest massacre by security officers in the country\u2019s history. The undersigned organizations call for an international investigation into those responsible for the massacre and that they are held legally accountable for their crimes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The indiscriminate and mass killings that occurred between July and August 2013 by Egyptian security forces reached their apex in the Rabaa and Nahda massacres, resulting in the killing of hundreds of protesters, including women and children. The massacres subsequently resulted in the darkest episode of repression in the country\u2019s history. The security apparatus continues to surveil and repress Egyptians with impunity. There is little to no access to participatory democracy. Political opponents, human rights defenders, journalists, and intellectuals are under constant threat of arbitrary detention, enforced disappearance, torture, and even extrajudicial killings. The signatories demand an end to all ongoing violations of human rights and a start to a process of reparations for the victims and their families.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On July 3, 2013, in the aftermath of popular protests demanding an early election, the military overthrew Mohammad Morsi, the first-ever elected president under free and fair conditions and a leader in the Muslim Brotherhood. As a result, tens of thousands of Morsi\u2019s supporters conducted large-scale sit-ins and protests in Cairo, Giza and around the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the weeks and months that followed, the Egyptian government violently ended opposition to their military coup by firing indiscriminately on peaceful protesters and detaining tens of thousands of survivors and their families. Detainees were subject to mass trials and systematically denied <\/span><a href=\"https:\/\/egyptianfront.org\/ar\/2021\/08\/tcc-f-half2021\/\"><span style=\"font-weight: 400;\">due process<\/span><\/a><span style=\"font-weight: 400;\"> and basic legal principles. These trials resulted in mass death sentences and lengthy prison periods.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Violations extended to citizens from across the\u00a0 political, religious, and social spectrums. The Egyptian government designated thousands of citizens as terrorists and issued formal and informal travel bans under sham pretenses. Hundreds were tried in military and specialized emergency courts where they were denied access to cassation courts. Authorities have also systematically violated its constitutional commitments, pretrial detention laws, and prison bylaws. Thousands of detainees remain in pretrial detention, exceeding the legal maximum of two years, many of them recycled into new cases with the same accusations to continue their detention, where detainees are denied visits and basic needs such as medicine, food, toiletries, and books.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the last ten years, Egyptian human rights organizations have recorded the <\/span><a href=\"https:\/\/www.ec-rf.net\/3760-2\/\"><span style=\"font-weight: 400;\">enforced disappearance<\/span><\/a><span style=\"font-weight: 400;\"> of no less than 3,000 citizens for varying periods of time, death by <\/span><a href=\"https:\/\/cfjustice.uwazi.io\/en\/\"><span style=\"font-weight: 400;\">mistreatment and medical negligence <\/span><\/a><span style=\"font-weight: 400;\">of at least 1,200 people in detention centers, the <\/span><a href=\"https:\/\/thefreedomi.org\/statements\/no-one-is-safe-sexual-violence-throughout-the-life-cycle-of-detention-in-egypt\/\"><span style=\"font-weight: 400;\">sexual assault <\/span><\/a><span style=\"font-weight: 400;\">of at least 655 people and their family members, and the <\/span><a href=\"https:\/\/www.hrw.org\/news\/2021\/09\/07\/egypt-shootouts-disguise-apparent-extrajudicial-executions#:~:text=Human%20Rights%20Watch%20found%20that,language%2C%20providing%20very%20little%20detail.\"><span style=\"font-weight: 400;\">extrajudicial killing<\/span><\/a><span style=\"font-weight: 400;\"> of more than 750 people.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since the Rabaa massacre, the government has used different state entities, including the judiciary, interior ministry, and military\u2014even state institutions, universities, and schools\u2014to surveil and punish political opponents and citizens critical of the government. Since the massacre, no one has been immune from the state\u2019s violence. Citizens have been arbitrarily detained, families of dissidents have been <\/span><a href=\"https:\/\/thefreedomi.org\/reports\/the-freedom-initiative-launches-its-first-report\/\"><span style=\"font-weight: 400;\">held hostage<\/span><\/a><span style=\"font-weight: 400;\">, prisoners have been <\/span><a href=\"https:\/\/www.hrw.org\/report\/2017\/09\/06\/we-do-unreasonable-things-here\/torture-and-national-security-al-sisis-egypt\"><span style=\"font-weight: 400;\">tortured<\/span><\/a><span style=\"font-weight: 400;\">, citizens in <\/span><a href=\"https:\/\/www.hrw.org\/news\/2019\/05\/28\/egypt-serious-abuses-war-crimes-north-sinai\"><span style=\"font-weight: 400;\">Sinai <\/span><\/a><span style=\"font-weight: 400;\">have been displaced from their homes for \u2018security concerns\u2019, Coptic Christians have been detained for belonging to <\/span><a href=\"https:\/\/www.middleeasteye.net\/news\/egypt-jails-coptic-rights-activist-charges-terrorism\"><span style=\"font-weight: 400;\">terrorist organizations<\/span><\/a><span style=\"font-weight: 400;\">, people have been <\/span><a href=\"https:\/\/www.amnesty.org\/en\/wp-content\/uploads\/2021\/05\/MDE1243312016ENGLISH.pdf\"><span style=\"font-weight: 400;\">forcibly disappeared <\/span><\/a><span style=\"font-weight: 400;\">for what they write on social media, websites of news agencies and human rights organization have been <\/span><a href=\"https:\/\/www.madamasr.com\/en\/2019\/04\/16\/news\/u\/egypt-blocks-over-34000-websites-in-attempt-to-shut-down-constitutional-amendments-opposition-campaign\/\"><span style=\"font-weight: 400;\">blocked<\/span><\/a><span style=\"font-weight: 400;\">, bookstores and publishers are <\/span><a href=\"https:\/\/www.anhri.info\/?p=2902\"><span style=\"font-weight: 400;\">shut down <\/span><\/a><span style=\"font-weight: 400;\">under the guise of national security, journalists have been <\/span><a href=\"https:\/\/cpj.org\/mideast\/egypt\/\"><span style=\"font-weight: 400;\">targeted for doing their job<\/span><\/a><span style=\"font-weight: 400;\">, young women have been <\/span><a href=\"https:\/\/timep.org\/2020\/08\/13\/egypts-tiktok-crackdown-and-family-values\/\"><span style=\"font-weight: 400;\">detained for \u2018violating family values\u2019<\/span><\/a><span style=\"font-weight: 400;\">, intellectuals and academics are <\/span><a href=\"https:\/\/www.madamasr.com\/en\/2019\/02\/27\/news\/u\/outcry-against-5-year-sentence-handed-to-khaled-lotfy-publisher-of-arabic-translation-of-israeli-authored-book\/\"><span style=\"font-weight: 400;\">persecuted, subjected to military trials<\/span><\/a><span style=\"font-weight: 400;\">, and could be killed for their research, and <\/span><a href=\"https:\/\/thefreedomi.org\/statements\/no-one-is-safe-sexual-violence-throughout-the-life-cycle-of-detention-in-egypt\/\"><span style=\"font-weight: 400;\">members of the LGBTQ community <\/span><\/a><span style=\"font-weight: 400;\">are tortured inside police stations. In post-Rabaa Egypt, government perpetrators of even the most <\/span><a href=\"https:\/\/www.reuters.com\/world\/europe\/four-egyptian-officers-face-italian-trial-over-regeni-murder-2021-10-14\/\"><span style=\"font-weight: 400;\">heinous<\/span><\/a><span style=\"font-weight: 400;\"> human rights violations are not held accountable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The newly-announced initiatives of the Egyptian government\u2013such as declaring a national human rights strategy, activating a committee for the presidential pardon for detainees, or initiating a national dialogue involving various political and social actors\u2013are only superficially reformist and have not had any real social or political success for the Egyptian public. From April 2022 to May 2023 the number of political prisoners released includes approximately 1,400 individuals,\u00a0 however, human rights organizations have recorded that in that same period, more than 3,700 people have been arbitrarily detained. These figures are a testament to the lack of political will to systematically address human rights concerns.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The way forward for the public and the future of Egypt lies in the government&#8217;s release of all political prisoners, compensation of the victims, and acknowledging its complicity in the massacre.
