A recently leaked <\/span><a href=\"https:\/\/manassa.news\/en\/news\/26403?utm_source=chatgpt.com\"><span style=\"font-weight: 400;\">recording<\/span><\/a><span style=\"font-weight: 400;\"> of Foreign Minister Badr Abdelatty shows him instructing embassy staff to <\/span><a href=\"https:\/\/www.alquds.co.uk\/%D8%AA%D8%B3%D8%B1%D9%8A%D8%A8-%D9%84%D9%88%D8%B2%D9%8A%D8%B1-%D8%A7%D9%84%D8%AE%D8%A7%D8%B1%D8%AC%D9%8A%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D8%B3%D9%86%D8%B9%D8%A7%D9%85%D9%84-%D8%A7%D9%84\/\"><span style=\"font-weight: 400;\">\u201cgrab them [protestors], tie them up, drag them inside, and make their lives hell\u201d<\/span><\/a><span style=\"font-weight: 400;\">\u2014a shocking directive that fundamentally undermines the principles of international diplomatic law.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">This dangerous guidance has already translated into real-world violence in multiple jurisdictions, marking a serious escalation in Egypt\u2019s campaign of transnational repression:<\/span><\/p>\n<ul dir=\"ltr\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.newarab.com\/news\/nyc-hague-protests-egypt-embassies-over-gaza-complicity\"><b>The Hague (Netherlands):<\/b><\/a><span style=\"font-weight: 400;\"> In multiple incidents in 2025, protesters chained the gates of the Egyptian Embassy in solidarity with Gaza. In response, embassy personnel verbally attacked them, and later national security <\/span><a href=\"https:\/\/egyptianfront.org\/2025\/08\/sssp-detains-vlogger-anas-habibs-uncle-and-son-on-charges-of-joining-and-funding-a-terrorist-group\/\"><span style=\"font-weight: 400;\">arrested<\/span><\/a><span style=\"font-weight: 400;\"> family members inside Egypt Following the leak of the Foreign Minister\u2019s video, pro-regime loyalists began showing up outside the embassy to confront, intimidate, and threaten protesters, marking a clear escalation in tactics.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/video-shows-protesters-forcibly-pulled-egyptian-mission-building-new-y-rcna226484\"><b>New York (United States)<\/b><\/a><b>:<\/b><span style=\"font-weight: 400;\"> During a protest outside Egypt\u2019s Permanent Mission to the United Nations (UN), security staff forcibly <\/span><a href=\"https:\/\/apnews.com\/article\/egypt-protest-gaza-nypd-8a8501dcc8029a0ec2817583b2e7d102\"><span style=\"font-weight: 400;\">pulled<\/span><\/a><span style=\"font-weight: 400;\"> two U.S. citizens, including one minor, inside the mission premises, beat them with a metal chain, and had them arrested by the New York Police Department. One protester\u2019s charges were eventually<\/span><span style=\"font-weight: 400;\"> dropped;<\/span><span style=\"font-weight: 400;\"> the other\u2019s were reduced.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/en.al-akhbar.com\/news\/egypt-to-diplomats--attack-protesters-over-gaza-siege-abroad\"><b>London (United Kingdom):<\/b><\/a><span style=\"font-weight: 400;\"> Beyond misusing diplomatic premises, Egyptian authorities have relied on pro-government loyalists abroad\u2014often with coordination, logistical support, or incitement from officials\u2014to threaten, intimidate, and <\/span><a href=\"https:\/\/www.instagram.com\/anas.i.habib\/p\/DN0tUwGWBFE\/\"><span style=\"font-weight: 400;\">physically assault <\/span><\/a><span style=\"font-weight: 400;\">activists. These proxy<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=nC62j1jltUI\"><span style=\"font-weight: 400;\"> attacks<\/span><\/a><span style=\"font-weight: 400;\"> in public spaces near protests and community hubs have led to arrests and show how Egypt\u2019s transnational repression extends beyond embassy walls into the streets of European capitals.\u00a0<\/span><\/li>\n<\/ul>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">While Egypt\u2019s diplomatic missions were targeting Egyptians abroad, the country\u2019s security forces were harassing and targeting the family members of exiled Egyptian journalists. At least one family member of an exiled journalist was arrested and subjected to enforced disappearance in retaliation for the journalist\u2019s work in exile. While the family member was later released, these actions are part of a broader pattern of tactics used to target exiled journalists, including <\/span><a href=\"https:\/\/cpj.org\/2023\/08\/egyptian-authorities-arrest-father-of-freelance-journalist-ahmed-gamal-ziada\/\"><span style=\"font-weight: 400;\">arresting their relatives<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/cpj.org\/2025\/02\/egypt-blocks-independent-media-outlet-zawia3-over-investigative-reporting\/\"><span style=\"font-weight: 400;\">blocking access<\/span><\/a><span style=\"font-weight: 400;\"> to exile-based media, targeting journalists with <\/span><a href=\"https:\/\/citizenlab.ca\/2021\/12\/pegasus-vs-predator-dissidents-doubly-infected-iphone-reveals-cytrox-mercenary-spyware\/\"><span style=\"font-weight: 400;\">spyware<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.hrw.org\/news\/2023\/03\/13\/egypt-dissidents-abroad-denied-identity-documents\"><span style=\"font-weight: 400;\">denying<\/span><\/a><span style=\"font-weight: 400;\"> consular services and identity documents for those living abroad and their family members, including children.<\/span><\/p>\n<p dir=\"ltr\"><b>These acts represent a severe violation of Egypt\u2019s obligations under the Vienna Convention on Diplomatic Relations (1961)<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul dir=\"ltr\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 22(1):<\/b> <i><span style=\"font-weight: 400;\">\u201cThe premises of the mission shall be inviolable.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> Inviolability protects embassies from external interference, but does not authorize missions to detain, assault, or torture civilians.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 41(1): <\/b><i><span style=\"font-weight: 400;\">\u201cAll persons enjoying privileges and immunities have a duty to respect the laws and regulations of the receiving State.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> The recent violent acts by Egyptian authorities breach domestic laws in the Netherlands, United States, and UK.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 41(3)<\/b><span style=\"font-weight: 400;\">: <\/span><i><span style=\"font-weight: 400;\">\u201cThe premises of the mission must not be used in any manner incompatible with the functions of the mission.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> Diplomatic missions are for representation and protection, not detention facilities or tools of coercion.<\/span><\/li>\n<\/ul>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">By misusing diplomatic immunity to assault, detain, and intimidate protesters, Egypt is eroding the foundations of international diplomatic law and exploiting legal protections as a cover for repression.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">These incidents signify a dangerous transformation in Egypt\u2019s global crackdown on dissent. While Egypt has long engaged in transnational repression\u2014through intimidation and harassment, surveillance, smear campaigns, politically motivated extraditions, and arrests of family members\u2014this represents a new and alarming phase:<\/span><\/p>\n<ul dir=\"ltr\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Weaponizing diplomatic missions as operational hubs to directly suppress dissent;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Moving beyond digital and legal harassment to physical assaults on foreign soil;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Exploiting diplomatic immunity to avoid accountability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">State-enabled vigilantism: loyalist groups abroad used to silence critics<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Proxy punishment<\/span><b>:<\/b><span style=\"font-weight: 400;\"> punishing exiled activists\/journalists by targeting their families back home as hostages<\/span><\/li>\n<\/ul>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">This pattern poses an imminent threat to exiled activists, journalists, and rights defenders and risks normalizing violence within diplomatic spaces if left unchallenged.<\/span><\/p>\n<p dir=\"ltr\"><b>We urge urgent and coordinated action to address this unprecedented escalation:<\/b><\/p>\n<ul dir=\"ltr\">\n<li aria-level=\"1\"><b>Independent Investigations by Host Governments<\/b><\/li>\n<\/ul>\n<ol dir=\"ltr\">\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">We urge the relevant authorities in the Netherlands, United States, and United Kingdom to immediately investigate these incidents and demand full accountability from Egypt.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ul dir=\"ltr\">\n<li aria-level=\"1\"><b>Accountability Measures<\/b><\/li>\n<\/ul>\n<ol dir=\"ltr\">\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Host states should consider declaring responsible Egyptian diplomats persona non grata under Article 9 of the Vienna Convention on Diplomatic Relations when missions engage in conduct incompatible with their functions. They should also explore the possibility of initiating legal proceedings under domestic law, particularly in relation to acts of assault, unlawful detention, or other criminal conduct committed by diplomatic personnel, to ensure accountability beyond diplomatic remedies.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ul dir=\"ltr\">\n<li aria-level=\"1\"><b>UN &amp; International Oversight<\/b><\/li>\n<\/ul>\n<ol dir=\"ltr\">\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">We call on the UN Special Rapporteurs on Torture and Freedom of Assembly, and the Working Group on Arbitrary Detention to investigate Egypt\u2019s conduct and issue urgent communications on the misuse of diplomatic immunity to commit acts of transnational repression.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ul dir=\"ltr\">\n<li aria-level=\"1\"><b>Protection of Protesters and Defenders<\/b><\/li>\n<\/ul>\n<ol dir=\"ltr\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">We urge host governments to guarantee the safety of peaceful protesters and human rights defenders, ensuring they can exercise their rights free from violence, intimidation, or unlawful detention by diplomatic personnel.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p dir=\"ltr\"><b>Signatories:\u00a0<\/b><\/p>\n<ol dir=\"ltr\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Egyptian Human Rights Forum (EHRF)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Egyptian Front for Human Rights<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Law and Democracy Support Foundation (LDSF)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Vuka!
