{"id":22481,"date":"2025-10-21T16:57:34","date_gmt":"2025-10-21T14:57:34","guid":{"rendered":"https:\/\/rpegy.org\/?post_type=editions&#038;p=22481"},"modified":"2026-01-24T02:46:17","modified_gmt":"2026-01-24T00:46:17","slug":"eu-egypt-first-summit-should-not-ignore-human-rights-violations","status":"publish","type":"editions","link":"https:\/\/rpegy.org\/en\/editions\/eu-egypt-first-summit-should-not-ignore-human-rights-violations\/","title":{"rendered":"EU\/Egypt: First summit should not ignore human rights violations"},"content":{"rendered":"<p dir=\"ltr\">(Brussels, 21 Oct. 2025) \u2013 As the European Commission President Ursula von der Leyen and European Council President Ant\u00f3nio Costa hold the \u201c<a href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-summit\/2025\/10\/22\/\">first ever<\/a>\u201d EU-Egypt summit with Egypt\u2019s President Abdelfattah Al-Sisi on 22 October, the undersigned organizations urge the leaders to recognise the central role of human rights to the summit\u2019s objectives of \u201cshared stability and prosperity\u201d.<\/p>\n<p dir=\"ltr\">Since the March 2024 announcement of the new <a href=\"https:\/\/enlargement.ec.europa.eu\/news\/joint-declaration-strategic-and-comprehensive-partnership-between-arab-republic-egypt-and-european-2024-03-17_en\">EU-Egypt Strategic and Comprehensive Partnership<\/a>, the Egyptian authorities\u2019 policies of systematic <a href=\"https:\/\/euromedrights.org\/publication\/new-report-egypts-human-rights-crisis-and-crackdown-on-defenders\/\">repression and continued intolerance for peaceful dissent<\/a><a href=\"https:\/\/euromedrights.org\/publication\/new-report-egypts-human-rights-crisis-and-crackdown-on-defenders\/\">, as well as <\/a>violations of Egyptians\u2019 economic and social rights have continued without serious course correction.<\/p>\n<p dir=\"ltr\">\u201cEU leaders should not ignore the many human rights abuses Egyptian people have been suffering under Sisi\u2019s rule\u201d, said Claudio Francavilla, EU Associate Director at Human Rights Watch. \u201cEurope should use its leverage to secure concrete, overdue reforms to ensure the Egyptian government is accountable to its people and committed to respect and fulfill their rights.\u201d<\/p>\n<p dir=\"ltr\">Egyptian authorities have recently taken <strong>limited, symbolic measures in the past month<\/strong>. These include the release of British-Egyptian activist <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/09\/egypt-prisoner-of-conscience-alaa-abdel-fattah-granted-presidential-pardon-after-six-years-of-unjust-imprisonment\/\">Alaa Abdelfattah<\/a> after six years of unjust imprisonment for his peaceful activism, and President al-Sisi\u2019s referral of the <a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde12\/8581\/2024\/en\/\">Code of Criminal Procedures <\/a>bill to Parliament for a limited review, which in turn largely failed to introduce amendments that would bring the bill in line with international law. While such gestures are welcome, the authorities have continued to subject critics to arbitrary detentions, unfair trials and harsh prison sentences.<\/p>\n<p dir=\"ltr\">They recently referred <a href=\"https:\/\/cihrs.org\/egypt-thousands-referred-to-terrorism-courts-amid-absence-of-fair-trial-safeguards\/?lang=en\">around 6,000 people to trial<\/a> in connection with terrorism-related offences in 2025, many solely for exercising their human rights. Enforced disappearance, torture and extrajudicial executions by security forces continue unabated in near-complete impunity; further concerns have arisen over <a href=\"https:\/\/content.forensic-architecture.org\/wp-content\/uploads\/2025\/09\/2025.09.16_FA_Mass-Graves-in-Sinai-Report.pdf\">reports <\/a>of mass graves in a militarized zone in North Sinai, with no official investigation to date. Egypt\u2019s <a href=\"https:\/\/egyptianforum.org\/en\/joint-report-on-the-targeting-of-egyptian-human-rights-defenders-in-the-diaspora-years-of-persecution-reprisals-and-deprivation-of-basic-citizenship-rights\/\">transnational repression<\/a> tactics have escalated to <a href=\"https:\/\/cihrs.org\/egypts-diplomatic-missions-weaponized-as-transnational-repression-tool\/?lang=en\">weaponization of Egyptian diplomatic missions<\/a> against peaceful protesters, including in some EU member states. Egyptian security forces, funded by the EU, have <a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde12\/8101\/2024\/en\/\">arbitrarily <\/a>detained and <a href=\"https:\/\/rpegy.org\/en\/editions\/the-collapse-of-egypts-protection-for-refugees-joint-report-reveals-widespread-systematic-violations-of-the-principle-of-non-refoulement-and-the-right-to-asylum\/\">refouled <\/a><a href=\"https:\/\/rpegy.org\/en\/editions\/the-collapse-of-egypts-protection-for-refugees-joint-report-reveals-widespread-systematic-violations-of-the-principle-of-non-refoulement-and-the-right-to-asylum\/\">refugees<\/a> and asylum seekers solely for their immigration status.<\/p>\n<p dir=\"ltr\">While the Egyptian government received pledges of financing for well <a href=\"https:\/\/www.ft.com\/content\/dda039b4-a57e-4714-98a9-14bbb85bca51\">over $<\/a><a href=\"https:\/\/www.ft.com\/content\/dda039b4-a57e-4714-98a9-14bbb85bca51\">50 billion <\/a>from international donors, creditors and investors in 2024-2025, most of which has already been disbursed, the government has still refused to prioritize meeting its <a href=\"https:\/\/www.madamasr.com\/en\/2025\/09\/17\/news\/u\/382473\/\">constitutional obligations<\/a> for spending on essential public services such as health and education. As the rising cost of living continues to weigh heavily on tens of millions who live in or near poverty, the government\u2019s austerity measures continue, and inadequate social security leaves millions of people in poverty unsupported.<\/p>\n<p dir=\"ltr\">\u201cWhile Egypt\u2019s critical challenges are many, the knowledge and skills of the Egyptian people are even more numerous. If Egyptian leaders halt their repression and respect the human rights of Egypt\u2019s population to freely and critically discuss their nation\u2019s needs, they are fully capable of identifying and advancing the solutions Egypt needs to build a more promising future that reverses decades of crises, poverty, and emigration,\u201d said Timothy Kaldas, Deputy Director of the Tahrir Institute for Middle East Policy.<\/p>\n<p dir=\"ltr\">The co-signing organizations urge the EU leaders to use the opportunity of the Strategic Partnership with Egypt to push for the <a href=\"https:\/\/www.crisisgroup.org\/middle-east-north-africa\/egypt\/helping-egypt-weather-gaza-wars-impact\">structural reforms necessary<\/a> to protect, respect and fulfil the economic, social, civil and political rights of people in Egypt, including by tackling widespread human rights violations, <a href=\"https:\/\/worldjusticeproject.org\/rule-of-law-index\/country\/2023\/Egypt%2C%20Arab%20Rep.\/\">corruption and lack of transparency<\/a>, and <a href=\"https:\/\/bti-project.org\/en\/reports\/country-report\/EGY#pos4\">lack of domestic scrutiny<\/a> over the government&#8217;s policies, which <a href=\"https:\/\/www.swp-berlin.org\/en\/publication\/country-level-politics-around-the-sdgs#hd-d62351e2370\">hinder meaningful economic reform<\/a> and accountability.<\/p>\n<p dir=\"ltr\">\u201cEgypt cannot afford to wait another two years until the next summit to engage reforms in hopes of averting both another cycle of economic and financial crisis, and the persistent risk of upheaval in response to brutal, widespread repression and hardship. Egypt\u2019s allies need to urge President Al-Sisi to give people space to debate State policies: open the public sphere by lifting restrictions on the media, civil society, free speech and political parties, end arbitrary arrests and fast-track a mass release of political prisoners based on human rights criteria,\u201d said Samar Elhusseiny, Director of the Egyptian Human Rights Forum.<\/p>\n<p dir=\"ltr\"><strong>Background:<\/strong><\/p>\n<p dir=\"ltr\">After signing a Memorandum of Understanding (MoU) with the EU for a \u20ac1 billion macro-financial assistance (MFA) operation on 29 June 2024, the Egyptian authorities failed to take <em>\u201cconcrete and credible steps towards respecting effective democratic mechanisms, including a multi-party parliamentary system, and the <\/em><a href=\"https:\/\/worldjusticeproject.org\/rule-of-law-index\/country\/2023\/Egypt%2C%20Arab%20Rep.\/\"><em>rule of law<\/em><\/a><em>, and guaranteeing respect for human rights\u201d, <\/em>which the EU set as <a href=\"https:\/\/eur-lex.europa.eu\/eli\/dec\/2024\/1144\/oj\">preconditions <\/a><em>\u00a0for the MFA<\/em>. Yet Egypt still <a href=\"https:\/\/south.euneighbours.eu\/news\/european-commission-provides-e1-billion-in-macro-financial-assistance-to-egypt\/\">received <\/a>those funds by the end of 2024.
