The <\/span><b>Free Hoda Abdelmoniem Campaign<\/b><span style=\"font-weight: 400;\"> and the undersigned human rights organizations express their <\/span><b>deep concern and strong condemnation<\/b><span style=\"font-weight: 400;\"> of her continued arbitrary detention, despite her suffering from <\/span><b>chronic and life-threatening illnesses<\/b><span style=\"font-weight: 400;\">, and call for her <\/span><b>immediate and unconditional release<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Hoda Abdelmoniem was arrested on <\/span><b>1 November 2018<\/b><span style=\"font-weight: 400;\"> and subjected to <\/span><b>enforced disappearance for 21 days<\/b><span style=\"font-weight: 400;\"> before appearing before the <\/span><b>Supreme State Security Prosecution in Fifth Settlement<\/b><span style=\"font-weight: 400;\"> on 21 November, where she was charged with <\/span><b>\u201cjoining a terrorist group\u201d<\/b><span style=\"font-weight: 400;\"> and <\/span><b>\u201cspreading false news\u201d<\/b><span style=\"font-weight: 400;\">, based on investigations related to her human rights work.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Her <\/span><b>arbitrary pretrial detention<\/b><span style=\"font-weight: 400;\"> continued for more than five years, until an Emergency State Security Court <\/span><b>sentenced her to five years in prison<\/b><span style=\"font-weight: 400;\"> on 5 March 2023, which she <\/span><b>fully served by 31 October 2023<\/b><span style=\"font-weight: 400;\">. Yet she was not released; instead, she was <\/span><b>rotated into two new cases<\/b><span style=\"font-weight: 400;\"> on the same charges, in blatant violation of the <\/span><b>principles of fair trial<\/b><span style=\"font-weight: 400;\">, which prohibit trying a person twice for the same accusations.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Over the past years, her <\/span><b>health has seriously deteriorated<\/b><span style=\"font-weight: 400;\">, as she suffers from:<\/span><\/p>\n<ul dir=\"ltr\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Chronic deep vein and pulmonary thrombosis<\/b><span style=\"font-weight: 400;\">;<\/span>&nbsp;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Severe hypertension and kidney failure<\/b><span style=\"font-weight: 400;\">, with her <\/span><b>left kidney completely nonfunctional<\/b><span style=\"font-weight: 400;\">;<\/span>&nbsp;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Recurring heart attacks<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Severe pain in her joints to the point of requiring knee replacement surgery.<\/b><span style=\"font-weight: 400;\">.<\/span>&nbsp;<\/li>\n<\/ul>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">In <\/span><b>August 2025<\/b><span style=\"font-weight: 400;\">, Hoda suffered <\/span><a href=\"https:\/\/egyptianforum.org\/en\/rights-groups-urge-urgent-action-on-the-critical-health-condition-of-hoda-abdelmonem\/\"><b>two consecutive heart attacks<\/b><\/a><b> within one week<\/b><span style=\"font-weight: 400;\">, confirming that her continued detention under these conditions <\/span><b>poses an imminent threat to her life<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Many <\/span><b>international institutions<\/b><span style=\"font-weight: 400;\"> have expressed growing concern over her case. The <\/span><b>United Nations Special Procedures<\/b><span style=\"font-weight: 400;\"> \u2014 including the <\/span><i><span style=\"font-weight: 400;\">Special Rapporteur on the situation of human rights defenders; the Working Group on Arbitrary Detention; the Working Group on Enforced or Involuntary Disappearances; the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health; the Special Rapporteur on the independence of judges and lawyers; and the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism<\/span><\/i><span style=\"font-weight: 400;\"> \u2014 made a <\/span><a href=\"https:\/\/spcommreports.ohchr.org\/TMResultsBase\/DownLoadPublicCommunicationFile?gId=29586\"><b>formal communication<\/b><\/a><b> on her case on 17 February 2022<\/b><span style=\"font-weight: 400;\">. They expressed <\/span><b>grave concern<\/b><span style=\"font-weight: 400;\"> about her continued arbitrary detention and the <\/span><b>use of counter-terrorism legislation to criminalize her legitimate human rights work<\/b><span style=\"font-weight: 400;\">, and called for her <\/span><b>immediate release<\/b><span style=\"font-weight: 400;\"> and access to necessary medical care.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">The <\/span><b>Office of the UN High Commissioner for Human Rights<\/b><span style=\"font-weight: 400;\"> reiterated its concern in a <\/span><b>January 2025 <\/b><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/01\/egypt-special-rapporteur-concerned-about-use-anti-terrorism-legislation\"><b>statement<\/b><\/a><span style=\"font-weight: 400;\"> regarding the misuse of Egypt\u2019s counter-terrorism law to suppress independent voices and human rights defenders.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">The Belgian federal Parliament <\/span><a href=\"https:\/\/www.lachambre.be\/FLWB\/PDF\/55\/2815\/55K2815001.pdf\"><span style=\"font-weight: 400;\">profiled Hoda<\/span><\/a><span style=\"font-weight: 400;\"> as a symbolic case in the introductory statement to a 2023 resolution on human rights in Egypt and MPs repeatedly <\/span><a href=\"https:\/\/ecolo.be\/actualites\/le-president-egyptien-al-sissi-a-bruxelles-cette-semaine-ecolo-groen-deplore-la-rencontre-prevue-avec-un-dictateur\/\"><span style=\"font-weight: 400;\">called <\/span><\/a><span style=\"font-weight: 400;\">for her release. Similarly, the <\/span><b>European Parliament\u2019s Human Rights Subcommittee<\/b><span style=\"font-weight: 400;\">, in its <\/span><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20241216IPR25997\/deep-concern-over-increasing-repression-of-hoda-abdelmonem-in-egypt\"><b>statement<\/b><\/a><b> of 16 December 2024<\/b><span style=\"font-weight: 400;\">, expressed <\/span><b>deep concern over the increasing repression<\/b><span style=\"font-weight: 400;\"> of lawyer and human rights defender Hoda Abdelmoniem, calling for her <\/span><b>immediate and unconditional release<\/b><span style=\"font-weight: 400;\"> and ensuring her <\/span><b>physical and psychological safety<\/b><span style=\"font-weight: 400;\">. The Parliament had already called for her release in its <\/span><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2020-0384_EN.html\"><span style=\"font-weight: 400;\">2020 <\/span><\/a><span style=\"font-weight: 400;\">and <\/span><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2022-0426_EN.html\"><span style=\"font-weight: 400;\">2022 <\/span><\/a><span style=\"font-weight: 400;\">plenary resolutions on Egypt.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">The Council of Bars and Law Societies of Europe <\/span><a href=\"http:\/\/www.ccbe.eu\/fileadmin\/speciality_distribution\/public\/documents\/HUMAN_RIGHTS_AWARD\/2020\/EN_Background-Human-Rights-Award-2020.pdf\"><span style=\"font-weight: 400;\">awarded <\/span><\/a><span style=\"font-weight: 400;\">Hoda and other Egyptian lawyers in arbitrary detention its 2020 human rights award and has <\/span><a href=\"https:\/\/www.ccbe.eu\/fileadmin\/speciality_distribution\/public\/documents\/HUMAN_RIGHTS\/HR_Statements\/EN_HR_20241031_Joint-statement-calling-for-the-release-of-lawyer-Hoda-Abdelmonem.pdf\"><span style=\"font-weight: 400;\">repeatedly<\/span><\/a><span style=\"font-weight: 400;\">\u00a0 <\/span><a href=\"https:\/\/www.ccbe.eu\/fileadmin\/speciality_distribution\/public\/documents\/HUMAN_RIGHTS_LETTERS\/Egypt_-_Egypte\/2024\/EN_HRL_20241203_Egypt_Continued-detention-and-judicial-harassment-against-lawyer-Hoda-Abdelmoneim.pdf\"><span style=\"font-weight: 400;\">urged <\/span><\/a><span style=\"font-weight: 400;\">the Egyptian authorities to release her.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">These repeated official statements confirm that Hoda Abdelmoniem\u2019s case is <\/span><b>not an isolated incident<\/b><span style=\"font-weight: 400;\">, but part of a <\/span><b>wider pattern of targeting human rights defenders in Egypt<\/b><span style=\"font-weight: 400;\">. <\/span><b>Urgent action<\/b><span style=\"font-weight: 400;\"> by the Egyptian authorities is required to end her suffering and ensure compliance with Egypt\u2019s international human rights obligations. On <\/span><b>12 October 2025<\/b><span style=\"font-weight: 400;\">, her daughter <\/span><b>Jihad Khaled Badawy<\/b><span style=\"font-weight: 400;\"> submitted an appeal to the <\/span><b>President of the Republic<\/b><span style=\"font-weight: 400;\">, requesting the <\/span><b>urgent pardon<\/b><span style=\"font-weight: 400;\"> to her mother due to her <\/span><b>deteriorating health<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">We, the <\/span><b>Free Hoda Abdelmoniem Campaign<\/b><span style=\"font-weight: 400;\"> and the undersigned organizations, call on the <\/span><b>Egyptian authorities<\/b><span style=\"font-weight: 400;\"> to:<\/span><\/p>\n<ol dir=\"ltr\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Immediately and unconditionally release Hoda Abdelmoniem<\/b><span style=\"font-weight: 400;\">, respecting her right to life and liberty.<\/span>&nbsp;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Enable the National Council for Human Rights and relevant UN mechanisms<\/b><span style=\"font-weight: 400;\"> to follow up on her condition and ensure she receives <\/span><b>appropriate medical care<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ol>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Hoda Abdelmonem is a lawyer and former member of the National Council for Human Rights. She is the recipient of the <\/span><a href=\"https:\/\/www.ccbe.eu\/fileadmin\/speciality_distribution\/public\/documents\/HUMAN_RIGHTS_AWARD\/2020\/EN_Background-Human-Rights-Award-2020.pdf\"><span style=\"font-weight: 400;\">Human Rights Award<\/span><\/a><span style=\"font-weight: 400;\"> from the Council of Bars and Law Societies of Europe (CCBE) 2020\u00a0 and is well known for her defense of victims of enforced disappearance and arbitrary detention in Egypt. Her case stands as a symbol of the suffering faced by human rights defenders who are targeted for their peaceful and legitimate work.
