The Refugee Platform in Egypt is monitoring with grave concern the deteriorating humanitarian conditions present on the Sudanese side of the Arqin land border crossing between Egypt and Sudan. This development only exacerbated the suffering of forcibly displaced Sudanese citizens returning from Egypt through the land border, and escalated into an acute humanitarian crisis that violates the fundamental rights guaranteed to every human being. Foremost among these guarantees is the right to human dignity, safe movement, and access to protection as well as to basic services during travel and return.<\/span><\/p>\n

RPEGY expresses our grave concern regarding the critical humanitarian conditions at the Arqin Crossing on the Sudanese side of the land border, as we have documented cases of severe overcrowding that led to the deaths of at least three people. Furthermore, we have also documented multiple cases of fainting and heat exhaustion among forcibly displaced people stranded at the land border crossing, due to prolonged exposure to extreme heat and amid water shortages as well as a lack of adequate healthcare capacity. RPEGY posits that these incidents reveal a fundamental failure in the measures taken to ensure the safety of forcibly displaced people returning and to uphold their dignity.\u00a0<\/span><\/p>\n

According to RPEGY\u2019s documentation, more than 5,000 forcibly displaced Sudanese citizens returning from Egypt are congested around the Arqin Crossing, the majority of whom are women, children, and seniors, enduring extremely harsh humanitarian conditions. Those stranded on the Sudanese side of the land border crossing spent days on end exposed to the elements without shelter or shade to protect them from the sun, as temperatures exceed 45 degrees Celsius.\u00a0<\/span><\/p>\n

RPEGY also documented a severe shortage of basic services on the Sudanese side of the crossing, including safe drinking water, emergency healthcare, and adequate sanitation facilities. These aspects increase the risk of heat exhaustion, heatstroke, and dehydration, while posing a direct threat to the lives and health of dependent and vulnerable groups, particularly children, pregnant women, seniors, and chronically ill people.\u00a0<\/span><\/p>\n

These conditions underscore the urgent need for immediate humanitarian intervention to ensure that stranded people are provided with the minimum requirements for environmental protection as well as human dignity.<\/b><\/p>\n

Field data documented by RPEGY indicates that the crisis is no longer merely a logistical bottleneck or a delay in transit, but is now expressly connected to exploitative practices and serious violations that have placed additional burdens on forcibly displaced people returning. Many of whom were coerced into returning to Sudan due to a deterioration in their living conditions and a decline of the protection measures and stability in their country of asylum\/host country.<\/span><\/p>\n

RPEGY also observed a clear lack of oversight and regulation of land border transport between Egypt and Sudan, given that a number of transportation companies and agencies operating in Cairo do so without straightforward regulatory frameworks or published fare schedules approved by relevant authorities. Some of these entities exploit those returning\u2019s urgent need to travel by selling tickets that administer the journey from Cairo to the final destination within Sudan in exchange for sums collected in advance. Nevertheless, RPEGY received consistent reports indicating that some transport companies collect the full ticket price from passengers from Cairo to their final destination within Sudan, only to renege on their contractual obligations upon arrival at the Arqin crossing while also failing to provide additional, necessary transport to complete the journey to ticket-issued, final destinations within Sudan.<\/span><\/p>\n

This reneging has left large numbers of forcibly displaced people returning, including women, children, and seniors, stranded in the open for days on end amid harsh weather conditions, without alternative transportation or any suitable arrangements to complete their journey. Moreover, this reneging imposed additional financial burdens on families and exposed these people to grave humanitarian and health risks, amid the absence of effective oversight and accountability mechanisms to protect travelers\u2019 rights as well as ensure that transportation companies honor their formal, contractual obligations.\u00a0<\/span><\/p>\n

These developments were accompanied by significant and unjustified increases in transportation fares from the Arqin Crossing to Khartoum, with prices for some trips rising to approximately 270,000 Sudanese Pounds (where the American Dollar equivalent only amounted to approximately 3,000 Sudanese Pounds). This resulted in an increase of over 50% compared to typical rates, in a blatant exploitation attempt of families\u2019 urgent need to reach their various destinations as Eid al-Adha approached.<\/span><\/p>\n

The crisis was also exacerbated by the refusal of a number of Sudanese bus companies and owners operating on the Arqin route to transport passengers from the crossing to their destinations within Sudan, due to disputes over trip pricing and the tariffs set by relevant authorities regulating the transportation sector. This then led to a severe shortage of available transportation and the compounding overcrowding of thousands of people around the land border crossing for extended periods, prolonging their suffering and exacerbating the health and humanitarian risks faced by dependent groups.<\/span><\/p>\n

RPEGY regards the conditions at the Arqin Crossing to be a troubling example of the risks of unsafe and undignified return journeys, as the responsibility of the relevant authorities extends not only to facilitating crossing procedures but also to ensuring that returning forcibly displaced people can reach their destinations through conditions that preserve their human dignity and safeguard their right to safety and security. Additionally, any return arrangements must take into account basic humanitarian standards and include effective mechanisms for protection and emergency response, particularly at border locations experiencing high population densities.<\/span><\/p>\n

While any measures aimed at alleviating congestion and providing additional transportation for those stranded are welcome, temporary measures are insufficient to address the structural causes of the crisis. Furthermore, any measures taken do not absolve the relevant authorities of their responsibility in investigating any reported violations, while holding those responsible to account and ensuring that incidents of this nature do not recur in the future.\u00a0<\/span><\/p>\n

As a result, the Refugee Platform in Egypt demands the implementation of these urgent measures:<\/b>\u00a0<\/span><\/h2>\n

Firstly, the Sudanese authorities and the management of the Arqin Crossing must:<\/b><\/p>\n

    \n
  • Enforce effective oversight of the activities of transportation companies operating at the border crossing and prevent the financial exploitation of people traveling.<\/span><\/li>\n
  • Investigate grievances regarding price gouging or breaches of contracts with passengers, and hold those involved accountable.<\/span><\/li>\n
  • Ensure that all stranded people traveling are transported safely and in an orderly manner without imposing additional financial burdens on them due to being stranded.\u00a0<\/span><\/li>\n
  • Provide temporary shelter, drinking water, and basic services to passengers during waiting periods.<\/span><\/li>\n<\/ul>\n

    Secondly, humanitarian and international organizations must:\u00a0<\/b><\/p>\n

      \n
    • Urgently intervene to provide safe drinking water, food, primary health care, and temporary shelter supplies.<\/span><\/li>\n
    • Deploy field teams to monitor humanitarian conditions and provide support to dependent subgroups, specifically children, women, seniors, and chronically ill people.<\/span><\/li>\n<\/ul>\n

      Thirdly, the Sudanese Health Ministry must:\u00a0<\/b><\/p>\n

        \n
      • Deploy mobile medical teams and units within the crossing area to treat cases of heat exhaustion, heatstroke, and dehydration.<\/span><\/li>\n
      • Provide essential medicine as well as medical supplies and ensure the prompt referral of critical cases to the appropriate health facilities.<\/span><\/li>\n<\/ul>\n

        Lastly, the Egyptian Transportation Ministry and other relevant regulatory authorities must:\u00a0<\/b><\/p>\n

          \n
        • Take urgent measures to regulate and oversee the operations of transportation companies and agencies operating on the route back to Sudan.<\/span><\/li>\n
        • Conduct a comprehensive review of the status of companies selling tickets to returning forcibly displaced people, and ensure these companies comply with legal licenses and contracts entered into with passengers.<\/span><\/li>\n
        • Establish an effective mechanism for receiving and investigating passenger grievances while holding relevant entities proven to be involved in misleading passengers, breaching their contractual obligations, and exploiting passengers\u2019 needs accountable.<\/span><\/li>\n
        • Require transportation companies to clearly disclose service prices and travel routes while ensuring that passengers are not left stranded at the border without transportation or suitable alternatives.<\/span><\/li>\n<\/ul>\n

          The Refugee Platform in Egypt emphasizes that protecting human dignity and safety must be a top priority in all return and relocation arrangements, and that the lives and fundamental rights of civilians must not be held hostage by commercial interest as well as administrative and organizational shortcomings. RPEGY also demands that all relevant parties take urgent and coordinated action to end the suffering of those stranded by ensuring their safe, dignified passage and arrival at their destinations, in accordance with humanitarian principles as well as relevant international laws.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
