في الخامس عشر من مارس الماضي ٢٠٢٣ وخلال انعقاد الدورة ٥٢ لمجلس حقوق الإنسان التابع للأمم المتحدة، انضمت “منصة اللاجئين في مصر” لبيان مشترك من “مؤسسة القلم الدولي PEN International ” ومشروع “الفنانون في خطر ARC” مع ١٨٣ منظمة وشخصية، لدعم تقرير “الحقوق الثقافية والهجرة” الصادر من السيدة ألكسندرا إكسانتاكي المقررة الخاصة للأمم المتحدة للحقوق الثقافية، يركز البيان على وضع الفنانين والفنانات في مسارات الهجرة.
شملت الدورة التي أقيمت خلال الشهر الجاري قضايا تشمل الحقوق الثقافية، وحماية المدافعين عن حقوق الإنسان، وحرية الدين أو المعتقد، وحقوق ذوي الإعاقة، والحق في الغذاء والسكن اللائق وقضايا أخرى. كما من المفترض أن يوفر فرصة لمعالجة حالات حقوق الإنسان الخطيرة في دول من بينها أفغانستان ونيكاراغوا وإيران وأوكرانيا وإثيوبيا وبيلاروسيا وسوريا وإيران وجمهورية كوريا الشعبية الديمقراطية وميانمار والسودان وهندوراس وجمهورية إفريقيا الوسطى، كما ناقش وضع حقوق الإنسان فى مصر.

بالنيابة عن PEN International و PEN America’s Artists at Risk Connection (ARC) و 183 منظمة وشخصًا، يشرفني أن أخاطب مجلس حقوق الإنسان اليوم للتعبير عن دعمنا لتقرير المقرر الخاص الجديد حول الحقوق الثقافية والهجرة، السيدة الكسندرا إكسانتاكي.
“نحن نعيش في زمن يتسم بأعداد قياسية من النازحين/ات على مستوى العالم هاربين من القمع والصراعات. من بينهم آلاف الفنانين/ات والكتاب والمدافعين/ات عن الثقافة.”
يواجه الفنانون المهاجرون والعاملون منهم بالمجال الثقافى تحديات كبيرة في ممارسة حريتهم في التعبير في البلدان المضيفة:
حيث يفتقرون إلى الوصول إلى الموارد، ويتعرضون لهجمات تمييزية مستهدفة، بالاضافة الى الحواجز الثقافية. غالبًا ما يكونون غير قادرين على المشاركة الكاملة في الحياة الثقافية، مما يزيد من هشاشتهم الاجتماعية والاقتصادية. يكافحون بسبب فشل المجتمع الدولي في الاعتراف بهم كفنانين يحتاجون إلى حمايتنا.
نحث الدول الأعضاء على الإعتراف بالدور المهم للفنانين/ات المهاجرين في النهوض بحقوق الإنسان وضمان الإدماج الكامل للفنانين المهاجرين من خلال سياسات اللجوء التي يمكن الوصول إليها وبرامج الحماية الشاملة والسياسات الثقافية الاستباقية الشاملة.
نشكر المقرر الخاص على تسليط الضوء على هذه القضايا الحاسمة. تزداد اهمية الفن والثقافة أكثر من أي وقت مضى.
