In light of the bureaucratic and administrative complexities and legal challenges faced by non-Egyptian forcibly displaced people, including migrants, asylum seekers, and refugees in Egypt as well as forcibly displaced Egyptian citizens in transit from Egypt, and as a result of changes in legislation related to irregular migration affecting Egyptians and non-Egyptians alike, as well as the amendment of other legislation relating to asylum, residence, work, investment, and personal status rules for non-Egyptians, research for legal or documentary purposes continues to increase in difficulty for advocates, legal professionals, and legal support service providers with respect to accessing and accurately analyzing information. Against this backdrop, the Refugee Platform in Egypt is working to develop interactive digital tools for public actors, beneficiaries, and stakeholders of all kinds, and announces the launch of the Legal Database on Migration and Asylum, which was developed and tested by the platform’s legal and technical team.

The Refugee Platform in Egypt is launching the Legal Database on Migration and Asylum as the first specialized and reliable digital database that archives and organizes legislation and public policies related to migration, asylum, and refugee rights in Egypt and Mediterranean countries. This database’s inception is part of the platform’s endeavor to create a comprehensive reference list that supports human rights, research, and media efforts, and promotes transparency and accessibility of information for anyone interested in these vital issues.

The database aims to provide a reliable research and reference list that provides lawyers, researchers, journalists, and policymakers with immediate and straightforward access to various legal texts and official documents, whether international or local, thereby allowing these actors to build upon accurate information that concerns the legal framework governing migration and asylum. This initiative responds to a growing need for a centralized platform that collects relevant legislation and referential information from original sources and facilitates their use in legal work, human rights advocacy, political analysis, and alternative policy studies

Current Database Content:

The database’s first edition includes more than 61 pieces of legislation and official documents, including:

  • Constitutional texts and national laws related to migration, asylum, and the rights of non-citizens in Egypt.
  • Ministerial and regulatory decisions affecting the status of asylum seekers, refugees, and migrants.
  • International and regional agreements, foremost among which are the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, as well as a number of bilateral and multilateral agreements.
  • Judicial rulings issued by Egyptian courts on issues related to migration and asylum.
  • UN reports and recommendations issued by international bodies concerned with migration and asylum issues.
  • Executive orders, government strategies, and national policies directly or indirectly related to migration.
  • Research, commentary, and analytical papers published by the Refugee Platform in Egypt that promote legal and political understanding of these issues.

This framework represents the first step toward continuously expanding the database, as the platform works to periodically and interactively update content as soon as new legislative developments, official documents, or relevant UN recommendations are released.

Interactive Features of the Database

The database includes an interactive search and retrieval interface that helps users access legal texts from their original sources accurately and quickly. As a result, this interface enables:

  • Comparative analysis between domestic and international legislation, and between the policies of Egypt and Mediterranean countries.
  • Support of the construction of legal arguments and the development of legal arguments based on documented official texts.
  • Documentation of the violations related to the legal protection of asylum seekers, refugees, and migrants within a methodological framework based on clear legal rules.
  • Promotion of research and media work by providing reliable sources that are ready for use and citation.
  • Linkage of national laws and policies to international standards, including conventions, protocols, and UN recommendations that form a global legal basis for the protection of asylum seekers, refugees and migrants

Through this initiative, the Refugee Platform in Egypt seeks to build a comprehensive knowledge base that enables various actors to:
